Phil Wilkinson investment fraud warning, Jersey Financial Services Commission public notice
⚠️ Regulator warningThe Jersey Financial Services Commission has issued a public statement warning the public against dealing with Phil Wilkinson and his firm, P Wilkinson International, which are not authorised to offer financial services in Jersey.

The Jersey Financial Services Commission (JFSC) has issued a formal public warning against Phil Wilkinson and his firm, P Wilkinson International, cautioning the public against dealing with what it describes as an unauthorised financial services provider.

In a public statement issued on 13 March 2026, the regulator confirmed that neither Mr Wilkinson nor P Wilkinson International “have never been registered, nor applied to be registered” under Jersey’s financial services laws. As a result, the JFSC said, any investment business they carry on is unlawful under the island’s regulatory regime.

What the regulator found

According to the JFSC, Mr Wilkinson had been using his LinkedIn profile and the company website to claim he could offer “investment opportunities for Jersey residents via P Wilkinson International, while not authorised to do so by the JFSC.”

The commission said that conduct contravenes Article 7 of the Financial Services (Jersey) Law 1998 and Article 10 of the Proceeds of Crime (Supervisory Bodies) (Jersey) Law 2008. It urged anyone who has had dealings with Mr Wilkinson or his firm to contact its Enforcement team, and reminded the public that every regulated business in Jersey can be checked against the JFSC’s own register.

Mr Wilkinson has presented himself to prospective clients as a financial advisor. According to people who dealt with him, he holds no formal qualifications, training, or background in financial services, and the credentials he claimed were not genuine. That sits alongside the regulator’s central finding, since anyone lawfully advising on investments in Jersey would need to be registered with the JFSC, and Mr Wilkinson never was.

Losses reported beyond Jersey

The Jersey notice is not the only concern raised about Mr Wilkinson. He has also promoted investment schemes outside Jersey, where investors say they have lost substantial sums. People who put money into opportunities he promoted describe losses running into the hundreds of thousands of dollars after handing funds to him for promised investments.

Background
Roberto Divkovic
An Austrian businessman convicted of serious fraud in Vienna in November 2025, and since indicted on further fraud charges. He is due to stand trial in Vienna in July 2026. Investors say Mr Wilkinson introduced them to an investment scheme connected to Mr Divkovic.

Mr Wilkinson is a former associate of Mr Divkovic. Investors who were drawn into Mr Divkovic’s investment scheme say it was Mr Wilkinson who introduced them to it. Mr Wilkinson has not himself been criminally charged in connection with that matter.

A victim’s account

One investor, who says he lost several hundred thousand dollars through schemes promoted by Mr Wilkinson, issued a blunt warning to others considering the same path.

Do not invest in any of Phil Wilkinson’s schemes. They are most likely fraudulent and you will lose all your money. He will take zero responsibility when that happens and will tell you countless lies about why this isn’t his fault and that he’s trying to help you. I’ve myself lost a lot of money trusting him, and he even tried to scam me when I refused to invest in more of his ‘investment opportunities.’
— An investor who says he dealt with Mr Wilkinson directly

The account is that of an investor who dealt with Mr Wilkinson directly and lost a significant sum doing so. Mr Wilkinson has not publicly addressed the criticism.

How to protect yourself

Verify before you invest. Check whether a firm is authorised on the JFSC register before handing over any money.
Be wary of social-media approaches. The regulator noted the promotion ran through a LinkedIn profile and a company website.
Report any dealings. Anyone who has had contact with Mr Wilkinson or P Wilkinson International can contact the JFSC Enforcement team.
Distrust guaranteed returns. Unauthorised operators sit outside the compensation and complaints schemes that protect customers of licensed firms.

The bottom line

The formal, on-the-record position is set out in the JFSC’s public statement: Phil Wilkinson and P Wilkinson International are not authorised in Jersey, and any investment business they conduct there is unlawful. Beyond that notice, investors describe a pattern of fraudulent schemes and heavy losses, and say Mr Wilkinson introduced them to a scheme run by a man now convicted of serious fraud and facing trial in Vienna this July. For anyone weighing an approach from Mr Wilkinson, the message from the regulator and from those who have dealt with him points the same way: check the register first, and contact the JFSC if you have already handed over money.
